The sprite designs are similar to previous Nartuo games, though they've gone through a Shippuden shift, and other presentation elements such as shadowing behind characters as they sprint and anime-inspired "Whack" and "Smack" exclamations pop up when making contact with an enemy. Each special jutsu attack brings a slice of top screen action and bottom screen character art cut up like a moving manga panel. Outside of the game's repetitive core, Ninja Council is actually a very nice compilation of story, audio/visual presentation, and anime-inspired style. There are better action games on DS, and better Naruto games on DS there just aren't many action-based Naruto games. Team that with areas you'll feel like you've already ran through dozens of times and you've got a game that's simply more of the same if "same" was merely passable. Other little issues still pop up as well, with the wall run being extremely mechanical and canned, falling speed and jump/attack transitions acting very wonky and mechanical, and the combat pretty one-dimensional. It just doesn't feel fluid, and would be much more engaging if run was somewhere out of place like on L or R and off of the right thumb. That means if you want to do a running/jumping attack you'd hold B, tap A (to the right) and then tap Y (back to the left of the four buttons). The button layout, for example, is still odd, having attack on Y, run on B, and jump on A. It isn't that Naruto: Ninja Council isn't a good game – any younger Naruto out there could sink a good five or six hours into this one easy – it's just very similar to previous offerings, and doesn't do much to fix anything mentioned in previous reviews. Two+years+after+the+last+game,+Ninja+Council+4+has+a+serious+case+of+deja+vu. The jutsu supers actually take a page from previous Naruto games as well, using scribble and tap mini-games to power them up before blowing away the competition.
You select your team of characters, run through stage-based missions beating up baddies and fighting bosses, and then step up your swagger with a few snazzy jutsu attacks. Ninja Council 4 is – as you'd expect – pretty similar to the other Naruto sidescrollers out there. In this case, the otherwise "just decent" Ninja Council 4 is better off skipped considering we've got two much stronger titles coming later this year, and it plays like Ninja Council 3 from two years back. While I'm far from opposed to Naruto games – fighting anime franchises always lead to a possible fighting anime game, and gamers love fighting – there can be too much of a good thing. Naruto Shippuden: Ninja Council 4 just recently hit shelves – you know, the game I'm reviewing right now – and already on the way are both Ninja Destiny 2 (a fighter for DS) and Clash of Ninja Revolution 3 (a fighter for Wii). If you think there have been a lot of Naruto games thus far on Nintendo consoles you've got another thing coming.
